State program on rapid industrial-innovation development of the Republic of Kazakhstan (SPRIND)

The decree of the RoK President as of 19.03.10 approved of the State program on rapid industrial-innovation development of the Republic of Kazakhstan (SPRIND). The kea objectives of the program include sustainable and balanced economy growth through diversification and its competitiveness increase, development of top-priority economy sectors and so on.

Kazakhstan’s industrialization map for 2004-2014 is an integral part of the Program. It is approved by the decree of the Government of RK of 13.04.10 and includes 101 investment projects.

Reconstruction and modernization of the Atyrau Refinery
Phase 1 “Construction of the Aromatics Production Complex”

Anticipated effect:

  • Increase in the refinery’s capacity from 4.4 to 5.0 mn tons annually
  • Increase in the volume of production of Euro-3 standard high-octane gasoline
  • Production of benzene and paraxylene (petrochemical feedstock)

Current status:

  • 2009 – Turnkey EPC contract with Sinopec Engineering (PRC) signed
  • 2010 – the $ 1,064 mn master loan agreement on financing the project signed between DBK and AR
  • 2010 – a $312 mn advance payment made, the contractor proceeded to construction
  • 2011 – preparation of sites, geological surveying and topographic-geodesic works, foundation and concrete works are underway at the construction sites. Orders for production of equipment placed.

Plans:

  • Development of the engineering documentation – 2012
  • Placement of equipment purchase orders – 2012
  • Construction and assembly works on the project facilities with commissioning – 2013 (December)

Project implementation period: 2010-2013.

Reconstruction and modernization of the Atyrau Refinery
Phase 2 “Construction of the Deeper Oil Conversion Complex”

Anticipated effect:

  • Increase in the refinery’s capacity up to 5.5 MMtty
  • Increase in the production of high-octane gasoline, jet fuel and diesel
  • Increase in the processing depth up to 87%
  • Achievement of the Euro-4, Euro-5 standard quality of the motor fuels

Current status:

  • On 29 December 2011 a turn-key ЕРС contract with the consortium of Sinopec Engineering (PRC)/ Marubeni (Japan)/ KazStroyService (RoK) for an amount of $1,680 mn was signed.
  • On 6 June 2012 the $1,130 mn Loan Agreement with China Eximbank was signed
  • On 8 August 2012 the $ 297.5 mn Loan Agreement with JBIC was signed.
  • On 17 August 2012 the $ 251.9 mn Loan Agreement with the DBK JSC was signed for the payment of the advance payment.
  • 10 September - the official ground-breaking ceremony, work on payment of the advance payment are currently underway.

Plans

  • payment of the advance payment and commencement of construction;
  • determining the issuing bank for the letter of credit of the project and opening a letter of credit;

Reconstruction and Upgrading of the Shymkent oil Refinery

Anticipated effect:

  • Recovery of the designed refining capacity to 6 mn tons annually
  • Increase in the crude processing depth up to 90%
  • Bringing the oil products quality to the Euro-4, Euro-5 standards
  • Reduction in atmospheric emissions of pollutants

Current status:

  • In 2011 Technip Italy S.p.A (Italy) developed the feasibility study (FS) of the Shymkent Refinery reconstruction and modernization project, and on 24 November 2011 a positive statement on the FS was obtained from RSE “State Expert Review Board”.
  • On 31 July 2012 the design-and-estimate documentation (DED) development contract was signed with Technip Italy S.p.A (Italy).
  • May-October 2012 - Licensors of the process technologies were selected - UOP (US), Axens (France), СРЕ (China).

Plans:

  • Commencement of Stage 1 facilities construction.

Project implementation period: 2010-2015.

Reconstruction and Modernization of the Pavlodar PCP

Project objective:

  • Increase in the refinery’s designed capacity up to 7.5 MMtpa
  • Increase in the crude processing depth up to 90%
  • Bringing the oil products quality to the Euro-4, Euro-5 standards
  • Rendering possible refining of 100% of the Kazakh oil
  • Reduction in atmospheric emissions of pollutants

Current status:

  • 2011 – a positive statement on the FS of the project obtained from the RoK State Expert Review Board
  • 2012 – licensors of the process technology selected – UOP, Axens, Bechtel
  • 2012 – DED development contract with Technip Italy and Kazakhstan engineering company “Kazgiproneftetrans” made

Plans

  • Beginning of Stage 1 implementation.

Project implementation period: 2010-2016

Production of Road Bitumens in the Aktau PP

Anticipated effect:

  • Production of no less than 400 thousand tons of high quality road bitumens annually.
  • Jobs creation - 700 people during the plant construction and 490 new jobs after commissioning.
Project participants:
  • Kazakhstan Petrochemical Industries JSC, CITIC Group (PRC), both are participants of LLP “JV “Caspi Bitum” (JV).

Current status:

  • 2010 - EPC contract for construction of the Project facilities signed between the JV and the consortium of Contractors - JSC OGCC KazStroyService and the CITIC Construction LLP
  • Development of the engineering documentation on the process units and off-plot facilities completed.
  • All process equipment delivered and assembled.
  • Construction and assembly works on the new facilities and off-plot facilities are underway.

Plans:

  • Completion of construction and assembly works on the new facilities and off-plot facilities.
  • Carrying out commissioning works.

Project implementation period:2010-2013

The pipeline Beineu - Shymkent

The aim of the project

Stable supply of the gas needs of the southern regions of the country, except the dependence on imported gas, the energy security of the country, creating a new export route.

The pipeline route passes through Mangistau, Aktobe, Kyzylorda and South Kazakhstan regions. Pipe range: 1475 km

Stages of development of gas pipeline capacity:

  • I phase (section Bozoy-Shymkent) - up to 6 billion m3/year.
  • II stage (section Beineu-Bozoy), increasing up to 10 billion m3 per year.

Creation of the JV: 2011

Start of construction of the linear part: III quarter, 2011

Start of project financing: III quarter, 2011

Completion of construction (I stage): III quarter, 2013


Industrialization map of Kazakhstan for the years 2010-2014


On July 28, 2010 «Nazarbayev University» in Astana hosted a nationwide «Together shall we build strong Kazakhstan!» television bridge. President of Kazakhstan took part in the event. During the television bridge, governors of all the regions of Kazakhstan informed the President on start-ups of the projects implemented in terms of a 5-year-program of rapid development of the country. Thus, in the framework of this project, there was a presentation of a ship-repairing plant of Bautino port in Mangystau region ( the party to the project is «NMSK «KazMorTransFlot» JSC») and construction of the 2-nd phase of gas recovery complex ( JV «KazGerMunay» Ltd.)


March 2008 saw the creation of a joint-venture «Ship-repairing plant of Mangystau region» Ltd in order to implement this investment project.

The main aim of the project is rendering high-quality and safe services on repair of ships of all types and marine equipment in accordance with the international standards.

The production facilities of the plant are located on the territory of Marine Support Base of «Balykshi» Ltd in the village of Atash which is situated 140 km away from Aktau.


Accompanying gas refinery program implementation (JV «KazGerMunay» Ltd)

The Program implementation involves construction of the following objects:
  • GTU capacity increase from 500 million m³ per year ( crude gas)
  • Construction of pipeline Nuraly-GTU Akshabylak Central
Accompanying gas treatment program:
  1. GTU expansion at Akshabylak field
The construction of the object is being completed. The start-up and commissioning are under way.
The object was put into operation on June 28, 2010.
  1. Development of Nuraly field for pilot-oil production
The object was put into operation in December 2009
  1. GTPP – Akshabylak for 87 MW at Akshabylak field (The facility was commissioned in May 2011)
